Your electric scooter is more than mobility: it's freedom. But regulations have changed and, very soon, you will only be able to ride legally if you have an compulsory civil liability insurance. What does the new regulation on electric scooters provide for?
As of June 2024, a BILL which considers electric scooters as light personal vehicles, The Commission has also introduced a new law, requiring them to carry liability insurance, as other motor vehicles do.
In addition, a national public register of these vehicles should be set up by the end of the year. 2 January 2026
So are the regulations:
- Requires type approval and identification plate on all scooters (VMP certificate). The deadline for adaptation is 22 January 2027
- Imposes speed limits (max. 25 km/h), ban on headphones or passengers, use of helmets and lights according to local regulations.
When will it enter into force and what are the deadlines?
The law was passed in July 2025. Once it is published in the BOE, owners will have six months to take out compulsory insurance. Therefore, if it is published in September, you will have until the beginning of 2026 to be insured without penalties.
Cities such as Barcelona, Castellón o Palma local regulations have already been passed with fines of up to 500 € for driving without a helmet, waistcoat or on the pavement without insurance.
