Your electric scooter is more than mobility: it’s freedom. But the regulations have changed, and very soon, you’ll only be able to ride legally if you have mandatory liability insurance. What does the new regulation on electric scooters establish?
Since June 2024, a bill was passed that considers electric scooters as light personal vehicles, requiring them to carry liability insurance, like other motor vehicles.
In addition, a national public registry for these vehicles must be implemented by January 2, 2026.
The regulation also:
- Requires homologation and an identification plate on all scooters (VMP certificate). The adaptation period ends on January 22, 2027
- It imposes speed limits (max. 25 km/h), prohibits headphones or passengers, and requires the use of helmets and lights according to local regulations
When will it come into effect and what are the deadlines?
The law was passed in July 2025. Once published in the Official State Gazette (BOE), owners will have six months to purchase mandatory insurance. Therefore, if it is published in September, you will have until early 2026 to be insured without penalties.
Cities such as Barcelona, Castellón, and Palma have already approved local regulations with fines of up to €500 if you ride without a helmet, vest, or on unsecured sidewalks.
